Gay philanthropist Mel Heifitz made another offer on the city-owned headquarters of the Boy Scouts building on Logan Square—this time, for $1.5 million. But the city can't accept his offer. Nor can it sell the building back to the Scouts without action from City Council. So, yeah. The building's going to be pretty much as it is for a while. [Inquirer]
