City Controller Alan Butkovitz is on a tear about irresponsible developers in North Philly, particularly around Temple. A study of 19 sites showed that contractors are violating code, developers are breaking laws, and city agencies are disorganized and oblivious. City Hall isn't happy with Butkovitz's review. The mayor's spokesman said, "It certainly would have been helpful had Mr. Butkovitz shared the report with us to give us the opportunity to respond." Alrighty then. Here's the opportunity. [Inquirer]
