New Apartments May Be Coming to Chinatown

The Inquirer's architecture critic Inga Saffron writes that a planned 23-story tower at 10th and Vine could be a game-changer—and not just for Chinatown. The Philadelphia Chinatown Development Corp. has most of the funding for the building nailed down. It would have 144 apartments, retail shops and a rec center, making Vine Street a walkable destination.
