A new global study on quality of life has been released by the consulting group Mercer, and Philly is in the top 50 global cities for infrastructure, generously sharing the list with Frankurt and Hong Kong. The rankings are based on measures like electricity, telephone, public transport, traffic congestion and—these two words must have been omitted from consideration with Philly—airport effectiveness.
