American City and County has selected Philly's vacant property management strategy as one of six recipients of its “America’s Crown Communities” Award. What this means? L&I just got an award. It seems surreal, but L&I Commissioner Fran Burns is not fooling around. In a city news release, Burns says: "Our vacant strategy makes it clear that we and our committed community partners will not tolerate absentee property owners bringing down our neighborhoods anymore.
