Councilman Bobby Henon has posted a map on his website called the Bad Neighbor Map: "The worst of the worst, indicated with a red pin, are properties owned by absantee [sic] landlords who are delinquent on taxes and have multiple L&I and rental violations." It's part of Henon's Bad Neighbor Initiative, which puts slumlords in Mayfair, Oxford Circle, Rhawnhurst, East Torresdale and other 6th District neighborhoods on notice.
