At first glance it seems as though this gentleman is a neighborhood do-gooder, the kind of guy who sweeps the stoops and tinkers with the fire hydrant to make sure it's closed tight.
Go a little farther down the street (and in time), however, and you see he's actually opened the hydrant up, spraying the Google truck, and fled the scene. Safe to say someone in South Philly didn't appreciate a multi-lens camera trolling his street.
