As the ban on groups offering food to the homeless goes into effect, the City Hall site for approved feeding stations will officially open May 1. Only one problem: The groups that have been serving the food haven't signed on. Well, one group has, the city says, but it hasn't done the requisite paperwork, so it's not currently approved. But there will be security, trash disposal and hand-washing stations there, just in case anyone shows up. [Newsworks]
