Flattering Listage

Ask your average cyclist in Philly what it's like to ride a bike here, and you're likely to get a long list of complaints—about cars (and the people who drive them) in particular. But according to the League of American Bicyclists, Pennsylvania as a whole isn't so bad, coming in at No. 15 in terms of bike-friendliness. One of the reasons: the 4-foot safe passing law, which the League says is being enforced. Is that true here? Answer unknown. [League's PA report card via Newsworks]
