A former councilwoman in Asbury Park, NJ, wants an ordinance enforced that was probably passed in the 19th century when the town was founded by a Methodist Episcopal bishop. It requires beachgoers to put clothes on once they hit the boardwalk, which she feels will class up the joint considerably.
