I've watched Officers sitting in their cars or on the sidewalk 'guarding' Rittenhouse Square last year while any number of pedestrains jaywalked to 1845 Walnut, any number of cars blew red lights at both 18th and 18th, and any number of bicycles rode on the sidewallk or blew lights. The cops didn't move once to issue any warnings.
