I can only say that if "vibrancy" is the reason we see abandoned neighborhoods now have the lights on at night; if we see neighborhoods that once had daytime shootouts and streets literally 'writhing' with junkies in various states of hallucinagenic standing to death - stepping over dead bodies (yes that used to happen regularly here); neighborhoods see their full-time, tax paying, engaged resident populations increase rather than decrease...then "vibrancy" is the best fucking thing we can ask for.
