Though a bill changing registration rules for Registered Community Organizations (the groups which must be notified about major developments in their area) passed out of committee and is headed to the main City Council, not everyone is happy. Though the Planning Commission will need to provide explanations for denying groups RCO status, the groups will not have the power to appeal the decision. [Plan Philly]
