The City of Philadelphia is finally releasing a 15 page report about how the new AVI assessments were calculated, but they're warning you, math is hard. Quoth the chief property assessor, regarding average Philadelphians attempting to calculate their own assessments, "...it takes years of training and understanding algorithms and things like that.
