SEPTA, Philly's beleaguered transit system, makes up for what it lacks in funding with heart (and the scent of urine,) but keep sustaining the economy, it needs enough funding to tackle basic maintenance projects. A report put out yesterday makes the case for sending SEPTA a few (okay, 452 million,) dollars from Harrisburg by demonstrating that SEPTA is making incredibly efficient use of its meager funds.
