The Pennsylvania state legislature, scrambling to find some extra change (okay, $300 million) to fund the Philadelphia school district, is taking another look at an old proposal. A bill to divert Philly's share of gaming revenues into school district funding is re-surfacing, and though it didn't meet with success the first time it was introduced, the school district wasn't in the same dire straits.
