A bill allowing delinquent tax payers to enter into repayment plans has gotten through the council, and Mayor Nutter is expected to sign it. The bill would also require the city to "timely take all available steps" to enforce tax collection and actually foreclose on properties. Here's hoping this new carrot & stick approach works.
