Common Pleas court judge Linda Carpenter has rejected a variance for a proposed 35-unit apartment development for 1601 Washington Avenue. The notes read: "The Board [Zoning Board of Adjustment] failed to make findings of facts and conclusions of law pertaining to each of the key requirements to support the grant of the variance and thus this court was unable to determine the basis for the Board's decision and effective appellate review could not be exercised."
