The third installation of Billy Penn's neighborhood postcard series hails from Cedar Park, that West Philly neighborhood from 46th to 52nd and between Kingsessing Avenue and Larchwood. The area is the birthplace of Peter Boyle, the guy who played the dad on "Everybody Loves Raymond" and the star of "Young Frankenstein." Cedar Park is now one of the most popular, rapidly-developing areas of the city. From 2010 to 2014, a UPenn professor estimated the average rent in Cedar Park went up 62 percent.
