Plan 250, the developers behind the proposed $120 million Velodrome in FDR Park, are "undeterred by the Philadelphia Commission on Parks and Recreation's failure to recommend the project to City Council, saying they will consider the commission's concerns, alter the cycling track's design, and restart the process because they feel so strongly about that location's ability to attract sponsors."
