Did you know that Philly has a triad of 22-person water taxis? The William Penn, the Stephen Girard, and the Ben Franklin have been sitting pretty out on dry land for over a decade now. After they were purchased in 2003 for just over $500,000 total, financing fell through and the boats never once broke the murky surface of the Delaware.
